Why this matters

A Product Security program rarely fails because the team lacks scanners. It usually fails because the organization cannot answer simple questions with confidence:

  • Which products matter most?
  • Where is risk accumulating?
  • Are releases getting safer or just slower?
  • Which teams improve without heavy security involvement?
  • Can leadership explain why the investment is worth it?

A mature program makes those answers boring, repeatable, and auditable.

A practical maturity model

Use five dimensions rather than one vanity score.

The business translation layer

Security metrics become useful when they are attached to one of four business themes:

  1. Revenue protection โ€” outages, fraud, breaches, and delayed enterprise deals.
  2. Operating efficiency โ€” fewer manual reviews, less duplicated triage, cleaner release flow.
  3. Trust and compliance โ€” evidence for customers, auditors, and regulators.
  4. Execution quality โ€” better release confidence and fewer emergency changes.

Use these mappings in reviews:

A simple scoring model

Use a 0โ€“3 score per dimension for each business-critical product.

Coverage

  • 0: ad hoc or unknown
  • 1: partial scanning on selected repos
  • 2: default coverage for repos, images, and IaC in CI
  • 3: coverage plus runtime and release evidence where appropriate

Signal quality

  • 0: teams ignore results
  • 1: triage exists but is inconsistent
  • 2: severity, confidence, and ownership are normalized
  • 3: metrics show stable false-positive control and new-code hygiene

Ownership

  • 0: security chases everyone
  • 1: owners exist for some systems
  • 2: all tiered systems have owners and SLAs
  • 3: exceptions, approvals, and escalations are consistently governed

Workflow integration

  • 0: security runs outside delivery
  • 1: scans happen, but no gate or evidence
  • 2: release decisions include security evidence
  • 3: controls are automated, versioned, and auditable

Decision quality

  • 0: informal
  • 1: partly documented
  • 2: exceptions and approvals are documented
  • 3: leadership can explain tradeoffs by product and risk level

Metrics that show maturity, scale, and effectiveness

Scale metrics

These show how big the program is and whether it is keeping pace with the business.

  • number of applications in scope
  • percent of tier-1 / tier-2 apps with named security ownership
  • repos onboarded to default security templates
  • percent of pipelines with at least one security control
  • percent of cloud accounts or subscriptions connected to posture tooling
  • percent of container images built from approved base images
  • percent of APIs with an inventory record and owner

Effectiveness metrics

These show whether the controls are doing useful work.

  • mean time to remediate critical and high findings
  • age distribution of exploitable findings
  • rate of net-new critical findings per release
  • percent of releases passing gates on first attempt
  • secret exposure rate per 1,000 commits
  • percent of findings closed as false positive or accepted risk
  • fix rate on new code vs legacy backlog

Friction metrics

These keep the program honest.

  • average gate delay introduced by security checks
  • percent of failing pipelines caused by scanner instability
  • average time waiting for manual security approval
  • number of exception requests per quarter
  • bypass rate for push protection or secret scanning gates

How to translate this for finance and product leadership

Use plain statements:

  • โ€œWe reduced the time that critical application risks stay open from 41 days to 14 days, which lowers the probability that known issues survive multiple release cycles.โ€
  • โ€œWe moved 78% of tier-1 services to default security templates, reducing one-off review effort and lowering audit preparation cost.โ€
  • โ€œRelease evidence is attached automatically to major releases, which shortens enterprise due diligence and gives customers clearer proof of control operation.โ€
  • โ€œThe bypass rate on secret scanning gates dropped after local scanning and developer education, which means we are preventing leaks earlier and cheaper.โ€

Avoid phrases that sound impressive but do not help:

  • โ€œWe improved the security posture by 27%.โ€
  • โ€œThe dashboard is green.โ€
  • โ€œCoverage is high.โ€

What to show in a stakeholder update

For each quarter, show:

  1. where risk is going
  2. where delivery friction is going
  3. what got better by default
  4. what still needs executive help

A compact slide can work with:

  • current risk debt
  • top 5 products by exposure
  • release confidence trend
  • preventive coverage trend
  • top decisions needed from leadership

When you do not have an ASPM or ASOC platform

Do not wait for tooling maturity to begin measurement.

You can build a workable weekly export from:

  • GitLab or GitHub pipeline history
  • scanner reports in artifacts
  • Jira or linear tickets
  • exception trackers in markdown or spreadsheets
  • cloud security findings from native consoles
  • release evidence and approval logs
