Executive summary
A mature Product Security program is not a cost center in the same way that unmanaged technical debt, incident response, emergency patching, customer trust loss, and audit churn are costs.
The job of the Director is to translate security investment into avoided loss, faster delivery, lower rework, higher customer trust, and better release confidence.
This page gives a practical business case for:
- team budget;
- software/tooling budget;
- external assessment budget (audit, red team, pentest, product review);
- platform investment to reduce recurring engineering effort.
The framing mistake to avoid
The wrong framing is:
โSecurity costs money, therefore we should buy the minimum.โ
The better framing is:
โSecurity is a control system that reduces expensive failure modes in software delivery, production operations, and customer trust.โ
Why the โIT is necessary, security is optionalโ argument is wrong
A product company can technically run servers and ship code without Product Security for a while.
It cannot reliably scale revenue, trust, customer onboarding, or enterprise sales without controls that keep software change, data handling, and access risk within acceptable bounds.
Without Product Security, the business usually pays through:
- late discovery of defects and risky design choices;
- repeated emergency patching after release;
- growing exception debt;
- longer sales and customer-assurance cycles;
- unplanned engineering diversion during incidents;
- slower release velocity because confidence is low;
- leadership time spent firefighting instead of planning.
What Product Security protects in business terms

Use numbers that executives already understand
Do not anchor only on fear. Use:
- engineering-hours saved;
- change-failure reduction;
- incident cost avoided;
- sales-cycle friction reduced;
- audit/customer-questionnaire time reduced;
- lower exception backlog;
- lower mean age of critical findings;
- higher coverage of critical systems.

What not to do with these numbers
Do not claim:
- โone security engineer saves exactly X million every yearโ;
- โevery bug is 100x more expensive in production.โ
Those multipliers vary wildly by product, release model, and customer impact.
Instead, build a company-specific unit-cost model.
A better financial model: unit economics of Product Security
1) Headcount justification
Use a simple model:

2) Tooling justification
Good tooling should do one of four things:
- reduce manual review time;
- reduce severe blind spots;
- reduce exception volume;
- improve evidence and release confidence.

External spend is easiest to defend when it is clearly complementary rather than substitutive.
Use external providers for:
- independent validation of critical releases or control layers;
- specialty depth (mobile, hardware-adjacent, kernel, cryptography, protocol review);
- peak-load support;
- customer- or board-visible independence;
- adversarial exercises that internal teams are too close to the system to simulate well.

CFO / VP / CTO-friendly arguments that usually work
1) Reliability and security share the same cost surface
A product incident does not care whether the root cause was:
- a reliability defect,
- an access-control gap,
- a secrets failure,
- or a release process weakness.
The same responders, release managers, platform teams, support teams, and executives get pulled in.
2) Product Security usually costs far less than the core IT estate
Security budget does not need to match IT spend to matter.
It usually works as a small control layer over:
- engineering workflows,
- cloud access,
- deployment systems,
- secrets and key handling,
- evidence and customer trust.
A relatively small Product Security budget can reduce the failure cost of a much larger engineering estate.
3) Enterprise customers increasingly buy trust, not only features
A program that can answer:
- how releases are approved,
- how access is controlled,
- how critical systems are threat-modeled,
- how third-party code is governed,
- how evidence is retained,
- how incidents are handled,
...shortens repeated security questionnaires and reduces escalations in procurement.

Headcount narrative
โWe are not asking for headcount to create a parallel review bureaucracy. We are asking for enough staff to keep critical-path reviews timely, reduce exception age, and shift repeated manual work into platform defaults. The current workload implies roughly 2 FTE more than current staffed capacity if we want to keep design-review coverage above 85% for critical systems.โ
Tooling narrative

Myths to counter directly
Myth: โSecurity only exists because of complianceโ
Response: compliance may fund or accelerate controls, but product security primarily protects release confidence, customer trust, access boundaries, and data handling in the product itself.
Myth: โIf we already pay for IT, security is duplicate spendโ
Response: IT provides capability; Product Security provides safe operating constraints, trust controls, and failure-mode reduction across that capability.
Myth: โWe can save money by delaying security until laterโ
Response: delayed security usually means rework under release pressure, exception debt, and higher operational cost when issues are found in running systems.
Myth: โSecurity spend has no return because it prevents hypothetical problemsโ
Response: the return is visible in reduced manual review time, fewer emergency releases, faster customer assurance responses, lower exception load, and lower incident handling cost.
